TV licensing letter in regards to a court summons?

Recently, I received a letter in the post from tv licensing for a court summons. I don't own a tv but there are other people living in my building who this letter may apply to. It was addressed to the 'legal occupier'. The letter was addressed to the building I live in and not a particular person. Are they just fishing for information?
